Fort Leavenworth/Whiteman AFB Exchanges 

Candace demonstrates exceptional leadership and has made an measurable impact as services business manager for the Fort Leavenworth and Whiteman AFB Exchanges. Through disciplined business execution and strategic growth, Candace helped lead the Services program to achieve over $1.05 million in earnings, a 36% increase year over year. She was instrumental in expanding service offerings, onboarding 51 short‑term commodity concessionaires, 10 short‑term food concessionaires, and opening three new long‑term businesses, significantly strengthening the overall Services portfolio. Candace also led the successful launch of three new self-serve market locations, which delivered outstanding results, including 129% sales growth and 83% income growth compared with the prior year. Core services—including inmate telecom, barber services and self-serve markets—all experienced increases in sales and income under her oversight, reflecting strong financial acumen and vendor accountability. Beyond financial results, Candace demonstrated a strong commitment to community engagement, supporting 45 special events across both installations and collaborating with more than 10 post and base organizations to enhance Quality of Life for Soldiers, Airmen and families. Candace’s consistent delivery of results, innovative approach to Services growth and collaborative leadership make her an outstanding representative of the North Central Region.

Dewanda has served as the Starbucks concept manager for just over a year, and her impact has been nothing short of exceptional. She consistently brings a positive attitude to the workplace and is a dependable leader who always shows up for her team, fostering a supportive and motivated environment. Her strong business acumen and ability to adapt and overcome challenges have driven outstanding results. Under her leadership, the Starbucks location for FY26 has achieved an impressive 628% increase in earnings, along with a 10% increase in productivity. These accomplishments reflect not only her strategic mindset but also her commitment to operational excellence. Dewanda’s dedication, resilience and leadership make her truly deserve this recognition.

Tinker AFB Exchange

Tami Whisnant and her team have been instrumental in expanding access to fresh, high-quality food options across Tinker AFB.  Through their dedication and forward-thinking approach, they have successfully installed 13 self-serve markets, with plans already underway to introduce additional units soon.  Their efforts have produced impressive results, achieving $94,000, which was 71% above previous year for the month of February. This level of performance reflects not only strong execution but a genuine commitment to enhancing the customer experience. Her enitre team does outstanding work and this success would not be possible without them.
